This is a unnoticeable character that has been seen only in one of the episodes of Dexter's Laboratory. It is called "Nuclear Confusion." When Dexter knocks on her door of her home, she opens it and says "Hello" to him and brings him to her home. Dexter called her "Neighbor Lady" because she lives next to his house. Speaking of Neighbor Lady, she has big hips and a large butt. That makes her look sexy. This character is from Dexter's Laboratory.
